Durham Offers Chance to Win Prizes at Free Paper Shredding, E-Waste Recycling Event Sunday

Residents and Businesses Encouraged to Recycle Aluminum Cans, Paper, and Electronic Waste at Earth Day Festival

DURHAM, N.C. – Durham residents and businesses waiting for the next opportunity to recycle electronic waste and shred confidential documents should plan to attend the free Paper Shredding and E-Waste Recycling Event at the 2012 Durham Earth Day Festival. Residents who bring aluminum cans to be recycled will also have the opportunity to register to win prizes for participating in the City of Durham’s “Cans for Cash” Recycling Challenge.

Residents and businesses may safely dispose of old computers, printers, monitors, televisions, cell phones, and nearly anything else with an electronic cord on Sunday, April 22, 2012, from noon to 5 p.m. The event, co-sponsored by the City of Durham’s Solid Waste Management Department, Sonoco Recycling, Shimar Recycling, and Synergy Recycling, will be held at Measurement Inc. parking lot at 423 Morris St. in downtown Durham. Residents may enter the event site via Roney Street from Morris Street. Additional directions will be provided to residents on specific drop-off locations upon arrival.

The City will accept nearly all electronic devices with a cord, including:

  • Computers, laptops, keyboards, mice, printers, monitors, speakers, copiers, scanners, circuit boards, hard drives, computer parts, etc.
  • Televisions, stereo equipment, tape players, receivers, amplifiers, record players, etc.
  • Kitchen electronics, such as microwaves, mixers, blenders, choppers, etc.
  • Telephones, cell phones, and fax machines
  • Hair dryers, curling irons, alarm clocks and vacuum cleaner
  • Power tools, cordless tools, etc.
  • Electronic toys, such as keyboards and video game systems

Free, confidential paper shredding will also be provided on site. Paper may contain paper clips and staples; however, hanging file folders will not be accepted. Residents may be present to observe their confidential document shredding.

Durham residents eager for an easy way to win prizes should bring aluminum cans to the event and register for a chance to win a Harris Teeter gift card along with a compost bin or a rain barrel. The aluminum cans are being collected as part of the national “Cans for Cash” Recycling Challenge that rewards top municipalities for their environmentally-friendly habits.

According to Larrisha McGill, waste reduction coordinator with the City’s Solid Waste Management Department, residents will not have to leave their vehicles to unload all of their old electronics, aluminum cans, and paper. “We will have staff on hand to unload these items, so we hope residents and businesses will take advantage of this free opportunity to keep these items out of our landfills,” McGill said.

This event will not accept large appliances, refrigerators, air conditioners, or any other appliances that contain Freon. Durham residents who can’t make this event can still safely and conveniently recycle their old electronics at the City’s Waste Disposal and Recycling Center (Transfer Station), located at 2115 E. Club Blvd. The facility is open Monday through Friday from 7:30 a.m. to 4 p.m. and Saturdays from 7:30 a.m. to noon. The Vow that Enlisted an Outburst

Usually the Durham City Manager is pretty stoic, but he was visibly cheered a few days ago when applause erupted during one of several  confirmation vows to the community taken by participants at the second annual “Marry Durham” street festival in the NoCO District.

That particular applause was in appreciation for the repaving of Durham streets, maintenance of which had been neglected and is now being rapidly returned to standard thanks to voter-approved bonds.

Residents will be even more expressive when the visual impression created by maintenance of roadsides, medians and right-of-ways is similarly restored to best-practice standards.

Detailed under “Roadway Image,” this element is part of “Community Character,” Chapter 4 of the plan that overarches both the City and County of Durham and their respective strategic and agency tactical plans.

Standing just at the periphery of that crowd that was cheering on the City Manager a few days ago was a booth for Keep Durham Beautiful, a non-profit whose management is embedded in Durham City General Services, the agency that will need much better funding if roadsides are to receive similar cheers in the future.

Every year Durham residents’ perceptions of roadside maintenance are benchmarked in two ways.  One is a scientific, anonymous opinion survey of residents of both the city and county.  Another way is an eyes-on Index of litter and other forms of neglect conducted by resident volunteers and coordinated by Keep Durham Beautiful.

As can be seen by clicking on each of the links in this sentence, both the Index and the opinion survey illustrate that this is an area both the City and County must improve if they are to meet the extremely high expectations of residents in this regard.

Durham Celebrates “Creek Week” March 17-24

Weeklong Activities to Connect Durham Residents with Local Waterways

DURHAM, N.C. – Durham residents with a love of nature and a desire to help protect it should mark their calendars now to take part in the Fourth Annual Creek Week, scheduled for March 17-24, 2012.

This year’s week-long observance will provide dozens of opportunities for residents to discover and explore local streams and lakes through educational programs and recreational activities, and to do their part to protect waterways through volunteer projects.

According to Tania Dautlick, executive director of Keep Durham Beautiful, this week-long event is an opportunity to take care of Durham’s environment. “Creek Week is a fantastic way for Durham residents to discover local natural areas and make a difference through volunteer projects,” said Dautlick. “These activities illuminate the importance of protecting waterways for recreation and drinking water as well as show how we can all do our part to preserve a healthy natural environment for people, wildlife, and plant life.”

With the range of events offered, there is something sure to entice everyone in the family – even Fido. Residents can get outdoors and explore Durham’s hidden nature gems by canoe or kayak, or on foot via nature walks and hikes in beautiful locations including Duke Forest, Eno River State Park and Sandy Creek Park. Residents can bring their dogs to a Durham Dog Park and take the Canines for Clean Water Pledge to reduce pet waste.

 Residents are also invited to learn about the Northeast/Crooked Creek Improvement Plan on Monday, March 19, at 6:30 p.m. at the South Regional Library, located at 4505 S. Alston Ave., Durham. This event will feature information on the City of Durham’s plan to clean up Northeast Creek and Crooked Creek. This family-friendly event will offer food, games, hands-on demonstrations, crafts, and story time.

Other events planned for Creek Week will showcase birds and butterflies, films and nighttime stories, guided hikes and paddles, all providing something for everyone to enjoy. Several restaurants, including Bull City Burger and Brewery, Geer Street Garden, Pinhook, and The Bar, will offer Creek Week Specials for sale benefiting Keep Durham Beautiful, Inc.

Creek Week will also provide easy volunteer opportunities for residents and organizations to connect with several scheduled cleanup events at local creeks, marshes, streams and lakes throughout Durham. Last year, 250 volunteers picked up over 10,000 pounds of trash from Durham waterways. Volunteers can also help by labeling storm drains in their neighborhood.

The Good News About Litter Shows How Far We Have To Go!

The good news about litter is in a thorough study revealing that there is 61% less of it than in 1969, but also showing just how far we have yet to go, if we are to eliminate it all together.

Part of the reason for the decline to today’s 51.2 billion pieces litter may be the drop in the number of cigarettes smoked each year in the U.S. from just more than 500 billion in 1969 to around 360 billion today.

But at 36.3% of all litter, butts still rank as the #1 type.  Of course, the study is only ground level and blind to sources of desecration proliferating above ground level, termed by many as litter-on-a-stick and also viewed as detracting in some states by nearly 7 to 1 by Republicans and Democrats and nearly 8 to 1 by Independents in some states.

The study shows that some kinds of litter pollution have dramatically increased since 1969.  The product made famous 40 years ago by the memorable line in a still popular movie, “I just want to say one word to you.  Just one word…Plastics!” has increased 165% since then.

Litterers don’t just run up the tab for taxpayers.  As poorly as many cities and counties, including mine, address litter, they shoulder only 8.5% of the cost.  Throw in what it costs states and you only get to 11.7%

But 80% of the costs driven by litter are shouldered by businesses which invariably pass it along to consumers, driving up the costs of products and services.

Want to focus on areas that can make a huge difference right away? Then think about rectifying the following and we’ll be off to a good start:

  • Motorists who do not use car ashtrays or litter bags.
  • Business dumpsters that are improperly covered.
  • Loading docks and commercial or recreational marinas with inadequate waste receptacles.
  • Construction and demolition sites without tarps and receptacles to contain debris and waste.
  • Trucks with uncovered loads on local roads and highways.
  • Household trash scattered before or during collection.


Behind North Carolina’s Scenic Byways

People may be surprised to learn that Durham County where I live, is the only one of North Carolina’s urban counties that is home to one of the state’s Scenic Byways.

This is because Durham is not only home to the state’s fifth largest city, which is also the core anchor for a four-county metropolitan area, but it is the 17th smallest land area of the state’s 100 counties. Durham even rivals the county where the town of Asheville is located in North Carolina’s mountain region for scenic byways.

Little did I know when I was first recruited to Durham in 1989 to jumpstart the community’s official marketing agency that within days I would be sitting next to then-Governor Jim Martin behind plate at a Durham Bulls baseball game in the Historic Durham Athletic Park.

Nor did I realize at the time that this Republican governor, only the second since Reconstruction, had just set in motion the development of what would become the state’s award-winning Scenic Byways program.  

People such as Martin with a PhD in Chemistry have become increasingly rare in the Republican Party, an affiliation claimed by only 6% of today’s scientists, 12% counting the portion of political Independents who lean that way.  Blinded by the lack of empirical voice and research-based decision-making, members of that party are now trying to eliminate the National Scenic Byways program as well as grants to enhance roadsides.

It was a few years after that evening with Governor Martin that I first  became acquainted with the name Bill Johnson, who was the State Roadside Environmental Engineer and one of the driving forces in developing and evolving the byways program.  As the head of the Durham Convention & Visitors Bureau I had been asked by the then-chair and vice-chair of the Durham County Board of Commissioners  to identify and help qualify potential byway routes here.

The state accepted two of several potential routes we identified including a spectacular 27 mile loop through the northern part of  Durham County including rural parts of the City.  We identified another through Duke Forest which was accepted as the terminal segment for the 92-mile Colonial Heritage Byway that begins near the border between Guilford and Rockingham counties, cutting across and up through Caswell County to within view of Hyco Lake along the Person County line before dropping down through Orange County and then over into Durham and through Duke Forest before terminating very near where I live.

During his tenure as the state’s roadside executive Bill also had a hand in implementing the beautification of North Carolina’s roadways with spectacular beds of wildflowers, an idea spurred by Governor Martin’s wife Dottie.

Bill understood research showing that when it comes to maintaining roadsides, removing litter is a short-term inhibitor to littering behavior but coupling it with beautification creates a shared sense of responsibility and a longer term and more sustainable fix.

A good friend now, Bill’s retired and lives “down east”, as we call it, where he has a business and does some farming but his passion remains the overall scenic beauty of North Carolina, especially as viewed from the state’s roadways, that is, except where easements to block that scenery as well as clear-cut football-field sized swaths of trees and vegetation on each side have been gratuitously granted to more than 8,000 huge, stationary outdoor billboards.

Now also in retirement, it is my honor and privilege to continue to work with Bill in a renewed statewide grassroots effort to preserve, protect and restore the state’s scenic character including what is evident along its roads and highways.

Mounting Evidence of the Value of Urban Trees

Researchers in the Pacific Northwest have quantified the importance of urban street trees on rental values using Craigslist apartment listings in Portland, Oregon and tree data from Google Earth.

“Each tree on a house’s lot increases monthly rent by $5.62 and a tree in the public right of way increased rent by $21.00.”

One of the researchers, economist Geoffrey Donovan of the U.S. Forest Service had already linked the presence of urban trees to lower crime rates (particularly large, mature trees,) healthier newborns, energy conservation and pollution control as well as an an average $8,900 increase in the sales price for property.  Sometimes the benefits accrue even if the trees are next door.

The linkages hold true even when the researchers control for other factors that determine a neighborhood’s desirability.  Other researchers with the Federal Highway Administration have also been able to quantify the value of roadside trees along the National Highway System.

Portland, Oregon, where the study was conducted, has a 26% urban tree canopy remaining but hopes to increase it to 33% by planting 415,000 trees.

While some areas of the country strive to increase their urban tree canopy, other areas are seeing significant decreases in theirs.  For example, Mecklenburg County, North Carolina including Charlotte, the state’s largest city conducted a study through American Forests to quantify the value of its remaining 51% of urban tree canopy, a full third of which has been lost since 1993.

The tree canopy in Wake County, North Carolina’s second largest and home to the state capital Raleigh has been reduced to 44% tree cover even though its land area is two to three times the size of counties at other points of the broad Research Triangle Area.

Still fifty-one-percent forested and above average for urban areas in North Carolina, nearby Durham County was fortunate to limit loss to its tree canopy to 2% while growing another 20% in population over the past decade.

Making this even more remarkable is the fact that Durham County is the 17th smallest land area in the state, while the 6th most populous.  Additionally, Durham County is even more compact because more than a third of the land area has been set aside in low-density watershed even though the County is host to the City of Durham, the fifth most populous urban area.

Indeed, Durham is well deserving of the moniker: “The City of Trees,” a place where activists conduct “Tree Camps” and Duke Professor Will Wilson has published a new primer on urban environments and an Durham Tree Alliance is under development.

Ironically, as North Carolina’s urban cities and counties are catching on to the value of tree canopy, the State General Assembly, under new ownership is apparently eager to reclaim the state’s once-fading reputation as backward by authorizing massive clear cutting along roadsides, not to make what remains of the state’s vaunted scenery more apparent but as a public gratuity to the 8,000 outdoor billboards.

Hopefully, sometime within the next 87 months before the 100th anniversary of his passing, voters of every ideology will rededicate America to the object of a great Republican’s object of deep spiritual significance.

Developer Character

I ran across two examples last week that illustrate how developers can either imbue sense of place or desecrate it.

A community’s unique sense of place is about the distinct weave of the “built” (man-made,) “natural”, “cultural” and “value” (temporal personality traits) characteristics that compose its character.

These elements are often referred to as “place-based assets.”  To thrive, the “built or man-made” element must live in harmony with and complement the “natural” and “cultural.”  This requires developers who honor, respect and, in the words of Dr. Scott Russell Sanders, “long to love the places in which we live and live in places worthy of love…”

Now for my two examples, both in my adopted hometown of Durham, North Carolina, a community with both an incredible and scientifically well-documented sense of community pride and a distinct sense of place:

  • First, an illustration of both the fragility and vulnerability of that sense of place.  Reminded to remove some vacated houses, a developer has also deforested an entire hillside along Durham-Chapel Hill Blvd between SW Durham Blvd and Mt. Moriah Road, denuding it of any aesthetic value as well as carbon sequestration, run-off prevention, pollution removal as well as lowering future rental rates and property values.

There is certain to be some finger-pointing over codes and buffers but hopefully, state and local ordinances will be updated to value trees as more than just pulp and incentivize compensatory urban reforestation including large specimen replacements in both the public interest and as good economics and property stewardship.

  • Now for an example of a developer who understands and reveres and contributes to sense of place:  Gary Kueber not only heads Scientific Properties and specializes in adaptive reuse of historic buildings but in his spare time posts thousands of historic photographs of buildings along with well-researched background information about related people, places and neighborhoods on a blog titled Endangered Durham.

Gary, a former physician-turned-urban-planner-turned developer has created and launched a new website called Open Durham which not only organizes but also inventories and maps all that he did in Endangered Durham plus he permits others with similar interests and concerns to create and add content.

Being a developer isn’t easy, I’m sure.  I’m also certain that regulations and ordinances can always be improved and streamlined.  But gutting them as Republican majorities in the U.S. House of Representatives and the NC General Assembly are trying to do with hundreds of votes in the past year is not only reckless, it is stupid economically.

Developers must accept the fact that people don’t just buy homes and rent offices.  They live and work in the communities and neighborhoods where developments exist and at the very essence, they also “long to love the places in which we live and live in places worthy of love…”

It isn’t the laws that protect water, air and forestation that should be eliminated, it is developers who won’t respect them.

A Sense of Place Alliance

Planning officials where I live in Durham, North Carolina will soon begin a periodic review, overhaul and update of landscape/tree coverage standards.  With mounting evidence of the many different benefits provided by urban tree canopy, it will be a great opportunity to calibrate those standards to:

  • Aesthetics (Now proven essential to economic development, resident attachment and talent retention.)
  • Crime Reduction
  • Mental and Physical Health
  • Rental, Homeowner and Commercial Property Values
  • Carbon Sequestration
  • Air and Water Purification (especially storm water run off)

This review is also an opportunity to generate reforestation elsewhere in the community equivalent to what is destroyed by development, hopefully at a ratio much greater than 1 to 1.  Adding a sense of urgency for Durham is the realization that this is the state’s fifth most populous urban area and  the state’s sixth most populous county but within the 17th smallest in land area.

However, there is no reason Durham’s tree canopy can not only be reforested to compensate for development but increased beyond the current 96,240 acres of tree canopy  based on just the benefits noted above.

A worthy near-term goal would be to reverse the decline in tree cover and to increase it back up to an even 100,000 acres which would cover just 2% more of the County.  Long term, it would be good to index the growth of tree cover to population and additional development, making allowances for preservation of the 26,000 acres of cropland remaining.

Experts have calculated that to offset the carbon generated by Durham would require an impossible 1.3 acres of trees per resident but a reasonable goal would be to strive for .70 acres per urban resident or a tree canopy of 169,000 acres which could include reforestation of lower income areas.

This would add to the 51% of the County and 40% of the City currently covered by trees.  To help achieve this goal, it also seems like a good time for Durham to elevate reforestation as a direct or indirect use of impact fees from developers in areas such as open space, trees along roadways etc.

Fueling a sense of urgency, even in less compact communities is that the financing of local services and infrastructure is far too over-reliant on the long-out-dated system of real estate property taxes, first established in this country only out of sheer convenience as early as the mid-1600s and already labeled as long ago as 1895 as “one of the worst taxes ever used by a civilized nation.”

The property tax over-incentivizes the public sector toward development and blinds both the public and private sectors with a false sense of security that belies the erosion of other elements that are even more critical to sustainable growth and quality of place such as  preservation and conservation of open space, tree canopy, farmland and historic and cultural assets.

As an example other than tree canopy, according to Durham resident and Duke ecology professor Will Wilson, the author of a new book entitled Constructed Climates – A Primer on Urban Environments, Durham farmland has decreased from 140,000 acres in 1910 on 1600 farms to only 26,000 acres today on the 250 farms that remain predominantly in hay fields that like grasslands provide lots of water quality benefits.

People with both an understanding about the importance of and a passion for preservation of a community’s unique sense of place including open space, cropland, urban forestry and historic structures are frequently frustrated by poor land-use decisions and often fall into the self-defeating trap of either trying to preserve everything or block every threat.

Trying to defend everything just doesn’t work and it dissipates energies and increases public and private sector costs with only token although important results.

These energies are better focused into identifying and securing specific properties and areas to preserve for open space including cropland, as archeologically or historically or culturally significant along with overarching aspects as scenic preservation, tree cover and overall appearance.

While the array of organizations and initiatives involved must retain areas of focus and specialization, each of them must be aware of and interweave support of the others through overarching and interwoven strategies. This includes organizations such as land trusts, conservancies, farmland and watershed stewards, preservationists including both historic and scenic as well as appearance advocates.

Maybe DCVB with a mission that includes being the official “guardian of its unique sense of place” and a supporting role as the “steward the sustainability of place-based assets” should use its considerable nationally-recognized expertise at forming and facilitating coalitions and strategic partnerships to form an alliance of these partners just as it did for those involved in communications and other several other groups of stakeholders.

What could be more relevant and the Durham Unique Sense of Place Alliance has a nice ring (DUSPA.)
